1. Background:
The electronics industry supply chain, from raw material suppliers to consumer product OEM's, is currently challenged to cost effectively meet the evolving regulatory constraints of RoHS-WEEE, China RoHS, and REACH. ProCM and PPI recognize that a centralized repository ("Repository") for the semiconductor manufacturing industry to share materials and product declaration data will avoid the duplicative efforts currently in practice on both the supply and demand sides of semiconductor manufacturing companies, and greatly reduce the overall cost of compliance for the industry.
2. Our Solution:
ProCM will offer two services - the Materials Data Service and the Product Declaration Service. These are described below.
Materials Data Service (MDS) Description: The Materials Data Service provides a user access to a system that comprises a data base of homogeneous materials (compositional and analytical data) that is monitored for compliance with RoHS-WEEE and China RoHS. Data elements will be provided by the materials suppliers and maintained by ProCM. These elements include the materials supplier name, part number, base materials name/number, and compositions of the components of the homogeneous materials, CAS numbers, concentrations of RoHS-WEEE banned substances, analytical reports and dates of the reports, and MSDS.
ProCM will update and maintain the data, by acting on behalf of the users if users so authorize ProCM with their manufacturing subcontractors and suppliers. Users can log requests for data into the system, which the system and ProCM personnel will track. Automated notifications will be provided for request statuses, as well as the compliance status (concentration thresholds and dates of analysis) for the materials.
Product Declaration Service (PDS) Description: The Product Declaration Service provides a user access to a system that enables a user to generate product declarations that are suitable for RoHS-WEEE. This is accomplished by linking their product data by part number and package type with the materials compliance data in the MDS system. An audit trail of data input and changes to the Repository is maintained. Products can be monitored for compliance (banned substance concentration thresholds and dates of analysis) with RoHS-WEEE.
The IPC-1752 declaration standard (www.ipc.org/IPC-175x) will be supported.
